Job description for Occupational Health & Safety Advisor

Are you an Occupational Health & Safety Advisor seeking a new challenge and a role where you can make a real difference in protecting people?  We have an exciting opportunity available at the Defence Munitions (DM) Longtown site, where our multi-skilled teams receive and store general munitions along with supporting non-explosive systems, spares and materiel in support of the UK Armed Forces worldwide.

As a top tier Major Accident Control Regulation (MACR) site DM Longtown has a number of special to type explosives processing facilities and a large number of explosives store houses.  These operate    under strict Safe Systems of Work including safe storage, handling and processing regimes to ensure the associated explosives, chemical and fuel hazards and risks are managed and mitigated.

As a pro-active and self-motivated safety professional you will find the role varied, with a diverse range of safety activities to both challenge and provide development opportunities fully supported by the business.

Providing advice to the Head of Establishment and engaging with other departments on current Occupational Health & Safety legislation, Fire and Environmental Safety you will act as the focal point for all OSHE safety related matters.  Alongside this you will specifically act as the competent advisor for site safety as well as being responsible for the implementation, maintenance and upkeep of the internal emergency plan.

This is a full-time position, working 37 hours over 4.5 days with a half-day on Friday, and is fully site-based working at Defence Munitions Longtown, Carlisle with free on-site parking.  Please note interviews will take place on site and candidates will need to bring photo ID to ensure access to the site.

In compliance with MACR regulations the site requires overnight staffing to ensure an effective response to incidents until emergency services arrive.  Working on a regular, rotational basis this will become an essential requirement of the role covering evenings and weekends.

Person specification

Your responsibilities will include, but are not limited to:

  • Responsible for the development, implementation, and review of health and safety policies, procedures, and risk assessments.
  • Responsible for compliance of OHS legislation and regulations across DE&S including reviewing safety critical documentation while promoting a positive safety culture.
  • Conduct regular site inspections and audits to ensure compliance with health and safety regulations.
  • Support accident incident reporting, conduct investigations and learning from experience.
  • Manage enquiries and act as focal point on fire safety matters, providing advice to stakeholders across the business.
  • Manage enquiries and act as focal point on Environmental safety matters, providing advice to stakeholders across the business.

Person specification

To be successful with your application, you’ll need to show that you meet the following essential criteria:

  • NEBOSH/IOSH General Certificate or equivalent Level 3 Health & Safety qualification (i.e. fire safety)
  • The post holder must hold Tech IOSH professional membership, or be able to obtain as a requirement of employment
  • Relevant work experience within a similar role
  • Can demonstrate experience of fire safety management.

In addition to the responsibilities above, the following technical competences and behaviours will be assessed at interview:

  • Core Behaviour 1: Communicating and Influencing – CSBC 3
  • Core Behaviour 2: Delivering at Pace – CSBC 3
  • Technical Competence 1: Conducting Risk Assessments (OHSEP) – Practitioner
  • Technical Competence 2: Incident Reporting and Investigation – Practitioner
