Job description for Estates and Facilities Manager

As the Estates and Facilities Manager, assisting the Head of Establishment, you will provide support with all aspects of Infrastructure Management on the Bicester site. This includes managing new additional infrastructure changes, liaising and collaborating with suppliers and stakeholders to deliver the Future Defence Infrastructure Service contract and oversee the planning and budgeting for minor infrastructure works across the site. You will participate in cross-team support activities and apply asset management and risk principles, ensuring statutory and regulatory compliance.

Please note that this is a site-based role in Bicester. Please also be advised that you will be expected to undertake a range of activities across site, therefore the successful applicant will be required to have a good level of physical fitness. Occasional travel to other sites is necessary, therefore you will be required to hold a current, full, clean driving licence. Personal Protective Equipment (PPE) will be provided.

What you’ll be doing

In this role, you will manage new additional infrastructure changes and be the focal point for building/infrastructure problems and queries. You will also negotiate and agree on services outages, engaging with all stakeholders to enable infrastructure works to take place.

Key responsibilities will include:

  • Liaising with Defence Infrastructure Organisation and contractors for hard (building works/maintenance and utility services) and soft facilities management (cleaning and waste disposal) services
  • Raising Business Cases and Statements of Need for future infrastructure change initiatives
  • Managing estate infrastructure audits, prioritizing repairs and responding to hazard reports
  • Attending and chairing meetings on infrastructure works and facilities management service provision
  • Acting as the main contact for infrastructure issues, coordinating service outages with stakeholders
  • Supporting major and minor infrastructure projects, ensuring compliance and effective implementation
  • Collaborating on delivery tasks, maintaining records and analysing infrastructure data

Person specification

To be successful with your application, you’ll need to show that you meet the following essential criteria:

  • Hold a full, clean manual driving license
  • Demonstrate strong IT skills, particularly with Microsoft Office and strong numerical abilities
  • Have experience in estates and facilities management within an organization with a variety of stakeholders
  • Have excellent written and verbal communication skills

In addition to the responsibilities above, the following technical competences and behaviours will be assessed at interview:

  • Informing decision making with data (Supervised Practitioner)
  • Complying with Property and Estates requirements (Supervised Practitioner)
  • Managing a quality service
  • Delivering at Pace
