Job Description for Quality Assurance Policy Lead

The Quality and Configuration Management Policy (QCM Pol) team act on behalf of the Director of Engineering and Safety within DE&S. As the executive arm, this team support the Director and deliver three key Department of State roles related to Managing Quality in the MoD.

The role is primarily aligned with two:

The MOD Defence Functional Authority for Quality Assurance.
To establish and maintain a single, integrated framework of internal Quality controls, including:-
Joint Service Publication 940: MOD Policy for Quality
Joint Service Publication 945: MOD Policy for Configuration Management
Associated quality related Defence Standards and
To provide general direction concerning all aspects of Quality Assurance within the Defence Enterprise.

The National Quality Assurance Authority representing MOD Quality interests at NATO
Ensuring the UK MOD meets its responsibilities in accordance with NATO agreement STANAG 4107
Representing UK MOD interests for Quality within NATO
Representing UK as the Defence board member of UKAS

The team also leads engagement with national standards bodies, CQI and Defence industry consulting and advising on MoD Quality policy as part of these roles. The successful applicant can use this role to develop wider understanding and experience of MoD and Defence at a senior level.

Responsibilities for Quality Assurance Policy Lead

The responsibilities of these posts will include, but not be limited to, the following:

Setting and upkeep of Ministry of Defence (MoD) Quality policy framework aligned with Defence Quality Assurance, acquisition, engineering and logistics support activity

Upkeep of:

* JSP 940: MOD Policy for Quality
* Content within Managing Quality in Knowledge in Defence
* Defence Standards sponsored by the QCM Policy Team Leader

Managing enquiries relating to JSP940 directives including appropriate certification & and issue escalation process.

Support to Primary Delivery Manager in their role within North Atlantic Treaty Organisation (NATO) as the UK representative for Quality within Lifecycle Management.

Communicating emergent Quality issues via MOD Quality Alerts and Notices.

Provide general direction concerning all aspects of Quality Assurance within the Defence Enterprise.

What you will be assessed against

To be successful with your application you must demonstrate that you meet the following essential criteria:

  • Chartered Quality Professional (CQP), Quality Practitioner or can demonstrate equivalent knowledge, skills and experience.
    • Relevant Level 4 qualification (HNC or higher) in an Engineering or Science subject or must be able to demonstrate equivalent experience in a Quality Assurance/Management environment.
    • Demonstrable applied knowledge of Quality applied in a policy setting, implementation and upkeep of policy within an acquisition and support environment.
    • A breadth of industry/manufacturing, Quality Management Systems and QA experience gained from involvement with multiple projects and domains including supply chain engagement.

In addition to the responsibilities above, the following technical competencies and behaviours will be assessed at interview:

  • MQ 2 Quality Leadership (Practitioner)
  • MQ 3 Acquisition Governance (Practitioner)
  • Communicating and influencing
  • Changing and improving
