The force behind the armed forces, DE&S is a highly specialised, arms-length body of the Ministry of Defence, operating with a budget of £178 billion over the next 10 years. From the procurement of fighter jets and aircraft carriers to the provision of food and clothes, we ensure the armed forces have the equipment and support they need to carry out their operations at home and abroad. We employ over 11,000 talented Civil Servants and military personnel (supported by contractors from the private sector) across more than 150 locations around the world.
Join us and you’ll find this is a very supportive and inclusive place to work. We look out for each other and make sure everyone has flexibility and freedom to achieve the right work-life balance.
The Information Management & Information Technology (IM&IT) function is an exciting and diverse function that employs professionals from information management, information technology, information assurance and cyber security to management information and statisticians. We act as the ‘digital partner’ to DE&S, helping the whole organisation to embed new business processes, tools and technology while at the same time keeping us legal and our information protected.

This includes SharePoint, Flow and Power BI as well as exploiting all technology within the suite, to improve business delivery and help all staff within DE&S to work more productively. As some of the new applications you build may need to integrate with o365, again experience of doing so would be beneficial, although not essential. Both teams will work within a DevOps environment, providing both application development and application support (3rd line) against an interesting and varied work programme. This will be supported and supplemented by external contractor expertise which is designed to include skills transfer to the application development team.
Duties and Responsibilities will include but are not limited to:
– Provide application development and application support
– Engage with Customer/Stakeholders
– Manage the procurement and implementation of COTS applications
– Be a contributing member of the Senior Leadership Team and show willingness to get involed with additional endeavours across the CIO function.
– Be the Sub Function Lead for application development including building a community of practice, understand future demands and helping the function with upskilling and work force planning.
– Lead and manage a team of approximately 30-50 people, made up of Civil Servants and contractors
– Liaise with service team to transition applications into live service and provide in service support
To be successful in this role you be educated to a degree level or have relevant equivalent experience, have demonstrable experience of running a DevOps team in a similar complex organisation, be able to showcase customer engagement at senior level and have good technical understanding.
It would be beneficial but not essential for you to have qualifications in Prince 2/APMP and/or an Agile Certification and be able to demonstrate experience of procurement and implementation of COTS applications, working as part of senior IT team and Project Management. You will have a passion for delivering real business value to customers.
